SUMMARY Formulates and defines specifications to design, develop, test and implement software systems and participates in the modification of computer hardware and peripheral equipment, and implementation of software operating systems. ESSENTIAL FUNCTIONS - Understands the business areas supported to determine specific business requirements. Supports multiple business areas. - Leads one or more medium sized and complex projects which entails overseeing internal IT professionals, as well as external IT professionals. - Prepares project-phase plans and implementation schedules, plans and conducts meeting and workshops relative to these project plans, and communicates project status reporting to all levels of management. - Analyzes complex systems and software requirements to determine feasibility of design. - Evaluates interface among hardware, software, operational, and performance requirements. - Formulates and designs software operating systems using scientific analysis and mathematical models to predict and measure outcome and consequences of design. - Reviews and defines training manuals in the use of new or modified equipment, operating systems and software. - Confers with customer/users regarding operating system and software maintenance. - Determines and plans layout of new modified computers and peripheral equipment. - Designs and implements testing methodology; reviews and defines documentation. - Develops business relationships and integrates activities with other IT business unit/area to ensure successful implementation and support of project efforts. - Provides technical leadership and/or business expertise to subordinates and peers on complex projects by evaluating and recommending appropriate development tools. - Acts as a liaison with other departments, divisions, and organizations. - Participates in the evaluation of new and existing software/hardware products. - Must maintain satisfactory attendance, to include timeliness. - Responsible for understanding and complying with applicable quality, environmental and safety regulatory considerations. MINIMUM QUALIFICATIONS - Bachelor's degree plus 3 years experience in programming analysis, software engineering or software development or 7 years experience in programming analysis, software engineering or software development. - Java application development experience. - Tibco experience. PREFERRED QUALIFICATIONS - Bachelor's degree in computer science, business administration, MIS, mathematics or engineering, plus 5 years of experience in programming analysis, software engineering or software development. - Experience reading, analyzing and interpreting common scientific and technical journals, financial reports and legal documents. Experience responding to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Experience writing speeches and articles for publication that conform to prescribed style and format. - Experience effectively presenting information to top management, public groups and boards of directors. - Computer skill requirements include: Intermediate MS Word, Excel, Access and PowerPoint. - Experience defining problems, collecting data, establishing facts, and drawing valid conclusions. - Experience interpreting an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. - Experience effectively present ideas to executive management via discussions and presentations. - Skilled in influencing others. - Skilled in resolving conflict as well as managing customer expectations. - Broad knowledge of principles, practices, and procedures in this field of specialization.
